The Sablayan Prison and Penal Farm welcomed CSINSP JOEL M ARNOLD as its new Acting Superintendent starting today May 22, 2021.
CSINSP Arnold assumes the Sablayan Prison and Penal Farm leadership from Acting Superintendent CSINSP Jayferson G Bon-as in a Change of Command Ceremony presided by Deputy Director General for Administration and Operations ASEC GABRIEL P CHACLAG. Prior to his appointment, he held various key positions in the organization. He served as the Chief of Commander of the Guards (COG) of the Maximum Security Compound in the New Bilibid Prison.


In his acceptance speech, CSINSP Arnold emphasized that “ It is simply, bago natin mabago ang buhay ng ating mga PDLs, kailangan muna natin baguhin ang ating sarili. The success of SPPF is everyone’s responsibility and accountability. It is my duty to lead. As a member of the SPPF we all have to work hard to deliver our mandates with honesty, respect and teamwork. As a man in uniform, obedience also matters. We must always be inspired with our mantra "REFORMINGLIVESCOMMUNITYTHRIVES”. He encourages the loyalty and support of SPPF personnel to his administration and most especially to our Director General Gerald Q Bantag.

CSINSP Jayferson G Bon-as, on the other hand, served as Acting Superintendent of SPPF from March 2020 to May 22, 2021. Under his leadership, the SPPF was able to improve its physical facilities and rehabilitate various projects such as SPPF Water System, Old Administrative Building, and Receiving Station to name a few. Further, during his stint SPPF enhanced response during COVID-19 pandemic, strengthen security and operation, and intensify reformation programs for PDL.

Moreover, during the ceremony all the stakeholders and partners of SPPF namely PGO Occidental Mindoro, LGU Sablayan, BJMP MIMAROPA, Fr. Rollie Villanueva for the moral and spiritual programs, Ms. Marie Joi Angway, and Hon. Walter B. Marquez were given recognition for their valuable support for the reformation and welfare of the Persons Deprived of Liberty.
ASEC Gabriel P. Chaclag during his inspirational message shared three important things to remember for the two leaders, these are the power of consensus, community engagement and the conviction of your stand.
