BuCor Honors 34 Senior Officials, Recognizes COSEC MAPITAGAN Instructors
The Bureau of Corrections (BuCor) paid tribute to 34 senior officials during a recognition and awarding ceremony for the Corrections Officer Senior Executive Course (COSEC) Class 2025–01 MAPITAGAN (Mahusay na Pamumuno na may Integridad, Talino at Galing Alay Natin para sa Bagong BuCor) on 29 December 2025, highlighting excellence in leadership, academic performance, and professional contribution, while also honoring the distinguished instructors who served as subject matter experts during the recently concluded COSEC on 22 December 2025.
The ceremony formally recognized the outstanding achievements of the senior officials, with CSSUPT RAUL P LEVITA named Top 1, CSSUPT GARY A GARCIA as Top 2, and CCINSP NONIE C FORRO as Top 3. The Leadership Award was conferred on CSSUPT EDUARDO P GOGORZA for exemplary leadership demonstrated during the executive program.
The Gold Best Action Research Award was awarded to the group composed of CSSUPT GARCIA, CCINSP NONIE C FORRO, CCINSP EDGARDO F MENDOZA JR , and CCINSP REDENTOR S ROQUE, recognizing the depth, relevance, and institutional value of their research outputs entitled, “A Study on the Supervisory Practices in Managing Officer-Educators under the Education and Training Section of the Bureau of Corrections.”
Equally highlighted was the recognition of the course’s esteemed professors and instructors who shared their expertise and practical insights, contributing to the intellectual rigor and strategic orientation of the program. Among those present were ATTY. CEDRICK G. TRAIN, PhD, MPSA, CSEE, Retired Police Major General; ATTY. MARWILL LLASOS, Chief of Staff, Office of the Dean, College of Law, University of the Philippines; MS. GWENDOLYN LLANO, Registered Guidance Counselor; JSSUPT XAVIER AWICAN SOLDA, CESE, Deputy Director for Personnel and Records Management, Bureau of Jail Management and Penology (BJMP); DIRECTOR JANETTE S PADUA, CESE, MNSA, MPSA, Regional Director, Parole and Probation Administration (PPA); DR SHIELILO R AMIHAN, Dean for Faculty and Affairs and Graduate School of PHINMA Education Laguna Network; CTCSUPT MA. CECILIA V VILLANUEVA, BuCor; CTSSUPT DOROTHY C BERNABE, BuCor; and other experts.
Also present during the awarding and recognition ceremony were CTSSUPT ELSA A ALABADO, Acting Director of the Directorate for Personnel and Human Resource Development (DPHRD); MR. DALMACIO L. CARINGAL, MCDRM, Director of the Directorate for Personnel Education and Training Services (DPETS) and Course Director; and MS. JORDINE ROSE R. OCON, CrFA, MPS, Chief of the Strategic Communications Office (SCO).
In his inspirational message, MR. CARINGAL underscored the importance of values-based leadership, ethical decision-making, and continuous professional development in strengthening BuCor’s organizational reforms and service delivery.
The ceremony served as a formal acknowledgment of excellence, leadership, and shared commitment among BuCor’s senior officials and partner-instructors, aligned with the leadership and reform direction set by the Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret), CESE, CCLH, toward strengthening a more professional, accountable, and service-oriented corrections system.
