BuCor, BDLS Core Energy Sign MOU to Explore Renewable Energy Solutions in Correctional Facilities

The Bureau of Corrections (BuCor) entered into a Memorandum of Understanding (MOU) with BDLS Core Energy and Construction Solutions, Inc. to pursue a feasibility and viability study on the possible adoption of solar power systems and other renewable energy solutions within correctional facilities, on 26 January 2026 held at the Administration Building, National Headquarters (NHQ), Muntinlupa City.
The MOU was executed by BuCor Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret.), CESE, CCLH, and the BDLS Core Energy and Construction Solutions, Inc., represented by its President, MR. JOMEL PARADERO.
Under the MOU, BDLS shall conduct, at its own expense, a comprehensive technical and financial feasibility study to assess the viability of converting selected correctional facilities to solar energy or other renewable energy sources. The company is also tasked to prepare and submit a detailed report of its findings and recommendations, ensuring that all studies comply with applicable laws, standards, and regulations.
For its part, BuCor shall grant BDLS the necessary access to relevant correctional facilities and premises to enable the conduct of the study. The Bureau shall also facilitate coordination with concerned government offices, while emphasizing that such access is granted on a non-exclusive basis and does not obligate BuCor to enter into any subsequent contract.
Through this partnership, BuCor underscores its commitment to exploring innovative and sustainable energy solutions that support responsible governance, environmental stewardship, and the efficient management of correctional facilities. The collaboration with BDLS Core Energy reflects the openness of the Bureau to strategic partnerships that contribute to long-term institutional development and sustainability initiatives.
