BuCor Joins Supreme Court Podcast Ahead of 2nd National Decongestion Summit

The Bureau of Corrections (BuCor), through C/SSUPT ROGER O BONCALES, Superintendent, New Bilibid Prison (NBP), took part in an informative podcast hosted by ATTY. MICHAEL JOBERT I. NAVALLO, Supreme Court Chief Communications Officer, in preparation for the Second National Decongestion Summit set on 21 to 23 January 2026.
The podcast featured key stakeholders in the justice and corrections sector, including HON. JAIME FORTUNATO A. CARINGAL, Associate Justice of the Court of Appeals of the Philippines, and JSUPT JAYREX JOSEPH C BUSTINERA, Acting Chief of the Bureau of Jail Management and Penology (BJMP) Community Relations Service.
During the discussion, participants highlighted the rationale for organizing the National Decongestion Summit, its objectives, and the current status of congestion in jail and prison facilities across the country. Speakers emphasized the need for sustained inter-agency collaboration, policy reforms, and innovative approaches to address chronic overcrowding while ensuring the protection of public safety and the rights of Persons Deprived of Liberty (PsDL).
The Supreme Court-hosted podcast forms part of ongoing information and advocacy efforts leading up to the Summit, which aims to bring together the judiciary, corrections agencies, and other stakeholders to advance comprehensive and long-term solutions to jail and prison congestion nationwide.
