NBP Conducts Quarterly Muster Inspection for Personnel

The New Bilibid Prison (NBP), under the leadership of C/SSUPT GARY A GARCIA, RCrim, MSCA, Superintendent, conducted its quarterly muster inspection for NBP personnel on 19 June 2026 as part of its continuing effort to maintain discipline, accountability, and professional standards within the institution.
A total of 1,070 NBP personnel were present during the inspection, composed of 43 Commissioned Officers and 1,027 Non-Commissioned Officers.
During the formation, C/SSUPT GARCIA addressed the personnel and reminded them of the importance of discipline, integrity, proper grooming, and decorum in the performance of their duties as Corrections Officers. He emphasized that professionalism must be reflected in their conduct, appearance, and adherence to institutional protocols.
As part of the activity, various NBP personnel were awarded Certificates of Commendation signed by the Superintendent in recognition of their performance, including the confiscation of contraband items and the exercise of leadership in their respective areas of responsibility.
Among those commended for leadership were CT/SUPT RUTH B ALGONES, Chief of Clinics, NBP Hospital; C/CINSP ANTHONY NUPABLE OMEGA, Deputy for Reformation; C/CINSP MAURICIO M GRATIS JR., Deputy Superintendent for Administration/Camp Commander, Medium Security Camp; C/CINSP HENRY A AVILA, Camp Commander, Maximum Security Camp; C/CINSP MARLON E MANGUBAT, Deputy Superintendent for Security and Operations/Camp Commander, Reception and Diagnostic Center (RDC); and C/CINSP ROY S VIVO, Camp Commander, Minimum Security Camp.
The quarterly muster inspection forms part of NBP’s regular personnel monitoring and administrative supervision, ensuring that uniformed personnel remain accountable, prepared, and aligned with the standards of the corrections service.
