The Bureau of Corrections (BuCor) warmly welcomed representatives of the Philippine Chamber of Commerce and Industry (PCCI), together with Manila Kai President Mr. Koichi Matsuda, during their commemorative visit to the Osawa Shrine and the Elpidio Quirino Monument located within the New Bilibid Prison (NBP) Reservation in Muntinlupa City on 18 July 2026.
The delegation was received by BuCor officials led by C/CSUPT CELSO S BRAVO, Chief of the Preventing and Countering Violent Extremism (PCVE) Program; C/SSUPT GARY A GARCIA, RCrim, MSCA, NBP Superintendent; and MS. JORDINE ROSE R. OCON, CrFA, MPS, Director of the Directorate for Planning and Management (DPM) and Chief of the Strategic Communications Office (SCO), together with other Key Officials of the Bureau.
C/CSUPT BRAVO conveyed BuCor’s congratulatory message to Mr. Matsuda on his induction as the new President of Manila Kai, recognizing his leadership and commitment to strengthening Philippine-Japanese friendship and cooperation. MS. OCON presented a Plaque of Appreciation to Mr. Matsuda in recognition of his continued support for initiatives that promote cultural understanding and historical remembrance. The visiting delegation also received handcrafted tokens made by Persons Deprived of Liberty (PDL), symbolizing hope, creativity, and the Bureau’s continuing reformation efforts.
During the visit, the delegation paid tribute at the Osawa Shrine, a landmark that commemorates Japanese heritage and stands as a symbol of the enduring friendship between the Philippines and Japan. They also visited the Elpidio Quirino Monument, which honors former President Elpidio Quirino for his historic decision to grant clemency to Japanese prisoners of war following World War II. His remarkable act of compassion and statesmanship became a defining milestone in the reconciliation between the Philippines and Japan, paving the way for the restoration of diplomatic relations and strengthening the lasting bonds of friendship that continue to unite the two (2) countries today.
The commemorative visit provided an opportunity to reflect on the shared history of the Philippines and Japan while reinforcing the importance of preserving historical landmarks that promote peace, goodwill, and international cooperation. BuCor remains steadfast in supporting initiatives that foster historical awareness, cultural appreciation, and meaningful partnerships with stakeholders.
