CIW Hosts ASEAN-Japan Delegation for Correctional Visit
The Correctional Institution for Women (CIW), welcomed delegates from Japan and the Association of Southeast Asian Nations (ASEAN) Member States on 05 August 2026 for an institutional visit aimed at strengthening regional cooperation and promoting the exchange of correctional best practices.
The Japanese delegation was headed by MR. KAWABUCHI TAKEHIKO, Director of the International Affairs Division, Minister’s Secretariat, Ministry of Justice of Japan. Also joining the visit were delegates from ASEAN Member States and representatives from the Department of Justice (DOJ), including ATTY. NANCY G. LOZANO, State Counsel IV from the Office of the Chief State Counsel.
The delegation was officially welcomed by ASEC AL I PERRERAS, Deputy Director General for Administration of the Bureau of Corrections (BuCor), together with CIW Superintendent C/SSUPT DAISY SEVILLA-CASTILLOTE and other Bureau officials. In his remarks, ASEC PERRERAS underscored the importance of international cooperation in advancing correctional reforms and strengthening partnerships among Japan, ASEAN Member States, and the Philippines.
The program featured an institutional presentation on the history of CIW, its gender-responsive rehabilitation framework, and its reformation programs, followed by a tour of the Schoolhouse and Industrial Shop. Delegates observed the Institution’s education and livelihood programs designed to support the rehabilitation and reintegration of women Persons Deprived of Liberty (PDL).
The visit provided an opportunity for professional dialogue and the exchange of correctional best practices, reaffirming the Bureau’s commitment to international cooperation and the continuous improvement of correctional services.
The successful conduct of the facility visit demonstrated CIW’s commitment, under the leadership of C/SSUPT SEVILLA-CASTILLOTE, to advancing gender-responsive correctional services and fostering stronger collaboration with regional and international partners.
