The Sablayan Prison and Penal Farm (SPPF) launched the Hollow Block Making Project extension at Pasugui Sub-Prison Camp (PSPC) on 16 April 2025. This initiative is part of the institution’s commitment to rehabilitation and sustainability.
Ahead of the launch, under the directives given by BuCor DIRECTOR GENERAL GREGORIO PIO P CATAPANG, JR., AFP (Ret.), CESE, CCLH, essential equipment was turned over to the Work and Livelihood Section (WLS) on 13 April 2025, which included two (2) mortar machines, two (2) #4 CHB machines, one (1) #5 CHB machine, and 1,500 steel paleta pieces.
The opening of the said project was attended by key officials including C/SINSP ABEL DR CIRUELA, MSCA, SPPF Acting Superintendent; C/SUPT ANGELITO DC LAPITAN, Deputy Superintendent for Reformation and the Chairman of committee of the said project; C/SINSP ROLANDO C CEDENO, OIC of Pasugui Prison Camp; C/INSP GAY THERESA P AGALO-OS, MSCA, Chief of WLS and Vice Chairman; and CT/INSP EDGAR A LAUDENCIA, Chief of Moral and Spiritual Section. Also in attendance were other committee members and Reformation Officers.
C/SINSP CIRUELA opened the program by commending the Reformation Cluster through WLS for immediately taking into action the directive of GENERAL CATAPANG, in establishing the said project. In his remarks, C/SUPT LAPITAN reaffirmed the Bureau’s unwavering commitment to reformation initiatives. Meanwhile, C/INSP AGALO-OS, in her closing remarks, expressed her appreciation to all attendees for their full support and cooperation in the establishment of the project.
The Hollow Block Making Project stands as a testament to SPPF’s enduring dedication to reform, self-reliance, and livelihood development. It aims to reduce operational costs, provide meaningful employment to Persons Deprived of Liberty (PDLs), and contribute to the institution’s sustainability goals — empowering PDLs through purposeful work and reformation.
