The BuCor shall be in charge of safekeeping and instituting reformation programs to the Persons Deprived of Liberty (PDL) sentenced to more than three (3) years; or to one sentenced for violation of Customs, Immigration, or Election laws, regardless of the length of sentence.

- Reorganization Act 1407 of the Philippine Commission established the Bureau of Prisons on November 1, 1905 under the Department of Public Instruction.
- Administrative Code of 1987Section 26 renamed the Bureau of Prisons to Bureau of Corrections on November 23, 1989.
- Republic Act No. 10575, otherwise known as the “Bureau of Corrections Act of 2013” which was signed on 24 May 2013, provided for the modernization, professionalization, and restructuring of the Bureau
Functions – The BuCor is tasked to safe keep and rehabilitate PDL by providing opportunities for reformation, decent environment, and secure settings.
To extend exemplary public service, BuCor commits to:

- Implement effective and strong security measures for all confined PDL;
- Provide PDL with basic necessities in accordance with existing domestic and international laws, rules and regulations:
- Ensure that PDL undergo holistic rehabilitation and reformation programs;
- Establish linkages with other government agencies and non-government organizations that will support re-integration of released PDL with society;
- Select highly qualified and competent personnel and empower them through continuous training and development programs;
- Provide adequate corrections facilities; and
- Continually improve the effectiveness of its Quality Management System.
