Assistant Secretary GIL T TORRALBA, the Deputy Director General for Operations (DDGO) of the Bureau of Corrections (BuCor), was accorded Arrival Honors by the female Corrections Officers upon his arrival demonstrating the SPPF’s empowerment of women as he conducted a comprehensive Security Survey and Inspection at the Sablayan Prison and Penal Farm (SPPF) on September 7-8, 2023.
Accompanied by the SPPF Superintendent, C/SUPT ROBERT A VENERACION, together with his support group, Deputy Superintendent for Reformation, C/CINSP ANGELITO DC LAPITAN, Deputy Superintendent for Security and Operations, C/CINSP MICHAEL M MARTIN, MSCA, DPA, Deputy Superintendent for Administration, C/CINSP JOSEMARI A ALAMBRO, Chief of General Services Section, C/SINSP FRANCISCO A MADRID, Chief of Central Sub-Prison, C/SINSP EDUARDO B GITUIERREZ, Chief of San Isidro Sub-Prison, C/INSP ROLANDO P CEDEÑO, Executive Officer, C/INSP RENANTE H HAFALLA, Chief of BuCor Security Escort Command, C/INSP JAMES T CALINGAYAN, Chief of Training Unit, C/INSP NELROSE C BELARMINO, Chief of Moral and Spiritual, C/TINSP EDGAR LAUDENCIA and C/TINSP ARSENIO E SICNAO, ASEC TORRALBA’s visit aimed to assess the OPPFs facility security measures and overall conditions, including all its sub-prisons.
The facility staff including the personnel from the sub-prisons, welcomed the esteemed official, recognizing his crucial role in the administration and operations of the BuCor. During the inspection, ASEC TORRALBA expressed his appreciation and commendation for the achievements of the SPPF personnel. He lauded their dedication and hard work, acknowledging their significant contributions in ensuring the security and proper management of the prison facility.
Furthermore, he likewise emphasized the importance of maintaining a safe and secure environment for both personnel and Persons Deprived of Liberty (PDL). He highlighted the Bureau of Corrections’ responsibility to uphold the rights and welfare of our clientele while also prioritizing public safety. As part of the security inspection, he scrutinized the facility’s physical infrastructure, including its perimeter fences, surveillance systems, and control measures. Through this visit, the BuCor officials aimed to identify areas for improvement and strategies to strengthen the overall security protocols within the SPPF.
Subsequently, the security survey and inspection conducted by the honored guest encompassed various aspects such as the facility’s living conditions, healthcare services, educational programs, and vocational training, available to the PDL. This evaluation presented an opportunity to assess the effectiveness of the efforts being exerted in the rehabilitation process and to identify the areas needing further attention and support.
The commendation given by ASEC TORRALBA serves as a recognition for the diligent efforts of the SPPF personnel, motivating them to continue their pursuit of excellence in the correctional services. As the institution strives to promote rehabilitation and improve the overall conditions of the prison system, the security survey and inspection provides vital insights for strategic development and future enhancement within the SPPF and its sub-prisons.
