On September 15, 2023, at New Bilibid Prison in Muntinlupa City, C/CINSP ROGER O BONCALES, Acting Superintendent of NBP, spearheaded an ocular inspection in preparation for the upcoming Barangay and Sangguniang Kabataan Elections (BSKE). He was joined by C/SINSP RAYMUND D PENEYRA and C/INSP EVANGELINE A RABARA, Chief of the Inmate Visitation Services Unit (IVSU) at the Maximum Security Compound (MaxSeCom).
The Bureau of Corrections (BuCor) and the Commission on Elections (COMELEC) conducted this inspection in anticipation of the BSKE scheduled for October 30, 2023. The COMELEC team, including Atty. KIMBERLY JOY T ALZATE-CU, Executive Officer IV, Atty. HELEN AGUILA FLORES ODEDA from the Office of the Director for Administration, played a pivotal role in this process.
Even within the confines of incarceration, Persons Deprived of Liberty (PDL) retain the right to suffrage, allowing them to vote while adhering to strict security protocols, following the authorization granted by the COMELEC to exercise their voting rights.
The Director General, GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret.), CESE, has expressed full support for this endeavors in upholding the right to suffrage of our PDLs.
