PDD, PDPD conduct Seminar-Workshop on R.A. 10592 to DOJAC Personnel

On 24 January 2025, the Personnel Development Division (PDD) and the PDL Documents and Processing Division (PDPD) conducted a significant seminar on R.A. 10592, also known as the “Good Conduct Time Allowance (GCTA) Law,” was held at the New Conference Room, National Headquarters, Muntinlupa City. The event was attended by notable figures including USEC MARGARITA N. GUTIERREZ, Department of Justice (DOJ), Project Director, Ms. Joan Carla Guevarra, Department of Justice Action Center (DOJAC).

The seminar commenced with a warm and motivating message by USEC GUTIERREZ, expressing her sincere gratitude to BuCor management for considering her request and encouraging the participants to participate in the discussion.

Atty. KEISHA ALYSSA R. BRILLO, Head, PDPD Staff, presented an in-depth discussion on the “Revised Implementing Rules and Regulations of R.A. No. 10592.” The presentation covered critical amendments; legal provisions; procedural updates; recent jurisprudence and case studies, which provided the participants with a clearer understanding of the law’s implementation framework.

CO1 Tricia Mae Gonzales, PDPD staff, also discussed a detailed presentation on the process of “Prison Record Validation.” The session highlighted the importance of accurate and comprehensive record management in ensuring fair computation and granting GCTA. CO1 Gonzales shared practical examples especially the topics on computing the Successive and Simultaneous Prison Sentences of PDLs, to determine the length of years and expected date of release of PDLs. Participants engaged in an open discussion where they raised questions and clarified concerns related to the topics. The resource person provided valuable insights and addressed issues based on actual applications.

A ceremonial turnover of books led by DOJAC Director Guevarra followed after the lecture. The books were received by Director General GREGORIO PIO P CATAPANG JR., AFP (Ret.), CESE, CCLH, Bureau of Corrections (BuCor) together with ASEC AL I PERRERAS, Deputy Director General for Administration (DDGA), marking a symbolic gesture of the continued commitment to legal education and reform.

During the closing ceremony, DG CATAPANG JR, delivered a heartfelt closing message, expressing gratitude for the opportunity given to the Bureau to provide a lecture on the GCTA Law to the DOJAC. He also gave a brief overview of BuCor’s achievements and plans, highlighting the agency’s commitment to the continuous improvement of its processes and expressed his openness to future collaborations with the DOJ, offering BuCor as a venue for more seminars and workshops to further strengthen the partnership between the two institutions.

Indeed, through the unending support of our Director General GREGORIO PIO P CATAPANG JR., AFP (Ret.), CESE, CCLH, the Bureau is driving towards the realization of a “Bagong BuCor sa Bagong Pilipinas” characterized by a commitment to continuous development. This commitment is exemplified by implementing comprehensive and meaningful training, coupled with thorough monitoring and evaluation processes, ensuring the constant improvement of our correctional systems and the professional growth of our personnel.
