BuCor Recognized for Excellence in Human Resource Transformation
The Bureau of Corrections (BuCor) continues to advance its commitment to exemplary public service, having been formally recognized by the Civil Service Commission – National Capital Region (CSC-NCR) for its outstanding achievements in human resource management. On 17 June 2025, during the CSC-NCR Human Resource Management Practitioners (HMP) Congress held at the World Trade Center, Pasay City, the Bureau was honored as one of the government agencies that has demonstrated significant strides in transforming its human resource systems.
This recognition was marked by the conferment of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) Maturity Level II (Bronze) Award for the year 2025. The Bureau achieved this milestone across four (4) critical core human resource systems: Recruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition. This acknowledgment reflects the Bureau’s sustained efforts in strengthening its internal systems and aligning its human resource practices with recognized government standards of excellence.
Representing the Bureau in receiving this prestigious accolade were ASEC AL I PERRERAS, Deputy Director General for Administration (DDGA), and CT/SSUPT ELSA A ALABADO, Acting Director of the Directorate for Personnel and Human Resource Development (DPHRD). They joined officials and representatives from twenty-six (26) other distinguished government agencies in a symbolic “Walk of Honor,” celebrating the collective progress of government institutions in advancing human resource management reforms.
This pivotal achievement was formally announced and awarded internally on 24 November 2024, at the Bureau’s National Headquarters. It signified a new chapter in BuCor’s continuous commitment to fostering a culture of meritocracy, professional growth, and employee welfare within the corrections service.
In his message, DIRECTOR GENERAL GREGORIO PIO P CATAPANG JR. AFP (Ret), CESE, CCLH, extended his sincere appreciation to the Civil Service Commission for its valuable guidance, recommendations, and support in the Bureau’s HR transformation journey. He likewise commended the dedicated members of the Bureau’s 4 core Human Resource team for their perseverance, professionalism, and commitment in elevating the human resource management system to national standards.
This recognition affirms the BuCors’ ongoing pursuit of institutional excellence and underscores its vital role in promoting effective governance through progressive human resource practices. The Bureau remains steadfast in its mission to strengthen organizational capacity and uphold the highest standards of integrity, professionalism, and competence in public service.
