09 July 2025 — In a significant step toward rehabilitation and reintegration, the Vocational Training School of NBP-Medium Security Camp (NBP-MedSeCamp), in partnership with the Technical Education and Skills Development Authority (TESDA), held a graduation ceremony for Persons Deprived of Liberty (PDLs) who completed the Construction Painting National Certificate II (NCII) program, headed by CO3 Dhyanarose L Gozun, Chief of Vocational Training School, along with CO1 Ralph Lucena and CO1 Raul Aloro.
The ceremony opened with an invocation by CO1 Winston Macalalag, followed by welcome remarks from CSUPT RUBEN R FORMOSO, MedSeCamp Acting Camp Commander. He acknowledged the dedication of the PDLs in taking proactive steps to transform their lives and extended his appreciation to TESDA for its ongoing support in providing technical-vocational programs for PDLs.
A total of 25 PDLs received their Construction Painting Training Certificates along with the Construction Painting NCII certification, marking a significant milestone in their rehabilitation journey.
Engr. Marlon Felix, Administrator of the TESDA MuntiParLasTaPat District Training and Assessment Center (MDTAC), served as the guest speaker. In his address, he emphasized the importance of the NCII Certification in creating employment opportunities post-release. He encouraged the graduates to pursue honest livelihood and support their families with their newly acquired skills. Following this, tokens of appreciation were presented to the guests, Engr. Felix and Mr. Jervin Plandez, Focal Training Officer of TESDA MDTAC.
The top student of the class expressed his gratitude in a heartfelt message. He thanked the Bureau of Corrections (BuCor) and TESDA for providing reformation and livelihood programs that have made a significant impact on their lives.
The Chief of the Education and Training Section, CTSO3 Sonny S Pesa, inspired the graduates by urging them to fully utilize the knowledge and competencies gained through the vocational programs. He highlighted the program as a gateway to a more productive and law-abiding life.
The ceremony concluded with heartfelt closing remarks from CO3 Gozun, who expressed her sincere gratitude to TESDA MuntiParLasTaPat, led by District Director Maria Gracia P. Dela Rama, for the unwavering support and commitment of TESDA to the reformation programs of the Bureau for the PDLs. She also encouraged PDLs to remain active participants in the ongoing reformation initiatives, emphasizing their importance in building a better future.
The success of this program was made possible through the strong leadership of DIRECTOR GENERAL GREGORIO PIO P CATAPANG JR., AFP (Ret.) CESE, CCLH, and the coordinated efforts of CSUPT FORMOSO, MedSeCamp Acting Camp Commander, CCINSP ANTHONY NUPABLE G OMEGA, Deputy Camp Commander for Reformation, CSO3 Glenn M Mendoza, Deputy Camp Commander for Administration, and CCINSP JEROME B JUPIO, Deputy for Security and Operations.
This graduation ceremony stands as a testament to an enduring commitment of the BuCor to the holistic rehabilitation of PDLs, equipping them with life-changing skills and renewed hope for a better future.
